What is the Drone814 (ELSa-M3) project?
Drone814 (ELSa-M3) is a US Department of Transportation-sponsored pilot project in the Southern Alleghenies designed to improve emergency response times by using drones to deliver lifesaving medical supplies while first responders are en route.
When will I know if I am in a service area?
That is currently still being determined through our testing stages. See here for planned service areas.
What conditions must be met for drone dispatch?
Drone services are scheduled based on operational feasibility, including weather conditions, safety protocols, and resource availability.
Who oversees the actual drone dispatch?
Drone dispatches are conducted under the oversight of Cambria County Emergency Services (CCES).
Is privacy a priority of the project?
Yes, the drones are solely used for medical emergency response. They do not collect your personally identifiable information and are deployed only to deliver lifesaving supplies.
Does Drone814 Collect Personal Data?
No. Drone814 does not collect personal data. Cambria County Emergency Services only
collects data used during a routine emergency dispatch.
What data are used in the project?
We collect flight information data for safety purposes and de-identified response time and
outcome data to evaluate the program’s performance.
How do drones help in emergencies?
Drones deliver critical medical supplies—such as defibrillators, EPIPENS, and Narcan—often before first responders arrive, increasing the chances of survival in cases of cardiac arrest, severe allergic reactions, and opioid overdoses.
How will the medical supplies be administered?

The medical supplies delivered by Drone814 are intended for use by someone already on the scene, like a bystander, family member, or trained community member. When a drone arrives, it provides critical tools that can be used before first responders get there, helping stabilize the patient during those first few, life-saving minutes. Instructions will be included with each delivery, and the items, like AEDs and Narcan nasal spray, are designed to be safe and easy to use by non-medical individuals.
Will drones replace first responders?
No, drones work alongside first responders. They enhance emergency response efforts but do not take the place of paramedics, firefighters, or law enforcement.
Is there a cost for using this service?
No, this service is completely free. No one will be charged for receiving life-saving medical deliveries via drone.
